Dallas, TX
2. Bismarck, ND
3. Houston, TX

Houston's condo prices were up 8.1% in the third quarter of 2008. That's pretty interesting, seeing that Houston is basically a swamp with giant mosquitoes. I can understand Dallas being up there because that city is full of rich 20-somethings and business people who need extra places to stay. The one that really jumps out at me is Bismarck, ND. Why Bismarck, you ask? Well, Bismarck has a very low unemployment rate (~2.6%), and all those people have nothing to do but buy real estate. I imagine that there is not a booming entertainment industry in Bismarck. But what do I know?
